Allow specified minions to be able to pass keys to the master for new bootstrapped minions.

Description of Issue/Question

This will be needed to allow for bootstrapping minions from other minions, so that either

A) the key can be accepted from the minion
B) the minion could request a pregenerated key to seed to the minion it creates

I realy need this to bootstrap lxd containers which get created by a minion through salt master.
