Add Blessed way to override salt-virt host selection policy

Description of Issue/Question

There's currently no documented way to override salt.runners.virt._determine_host() to set custom policies.

Possible use cases:

• Data center preferences
• Special hosts that should not be auto-assigned
• Incorporating signals besides just RAM
• Additional requirements (connectivity, special hardware, network proximity)
