[salt.cloud] Switch to Salt SSH

This issue replaces saltstack/salt-cloud#853.

We need to switch Salt Cloud from its own internal SSH code to Salt SSH. This will allow both programs to take advantage of one another's feature sets.

Not everything that Salt Cloud does with SSH is available yet in Salt SSH. Additionally, some other features need to be added to Salt SSH to round out the experience. We need:

• Full support for sudo users and passwords (both API and command line) (EDIT: Fix for salt-ssh with tty enabled #19202 takes care of this)
• Full support for passing SSH and sudo users/password and SSH keys (API and command line)
• Ability to change the path to the sudo command (API and command line)
• Support for passing additional options to sudo (API and command line)
• Support for using SSH agents (see salt-cloud should check for ssh-agent instead of defaulting to password auth #15338)

@techhat, what is the status on this? Is it fixed yet? If not, are there portions that can be dropped from blocking 2015.2.0 (lithium)?
