ANN: Disable tooltips and popovers

Are you an expert CoCalc user and just get annoyed at some of the tooltips and popovers? I am. I just made it so many of those popovers and tooltips can be disabled. This is in account prefs in the app (i.e., https://cocalc.com/settings). I think with the file tabs not getting super skinny I personally sometimes don't need any tips at all.
