Add ability to create accounts on Android

What is the feature about

Existing / New Safe users can currently create accounts directly on iOS, but not on Android.

This is a strong blocker to onboarding new mobile-first users on Android, including a few personal friends of mine.

Add ability to create Safe accounts in Safe's Android app.

@Savio-Sou thank you for the feedback and we hear you. In fact we are building a new mobile app that will be released very soon. The first version of the app will be an MVP that is very much focussed on a seamless signing experience. We will have feature parity between Android and iOS and will be able to ship improvements much faster than in the previous apps. Happy to hear your feedback on the new app and let me see when we can ship account creation in the new app. Could you please tell me what the use case of the accounts created on mobile are for you and your friends?

It's just the ability to go through the minimum user flow (i.e. create account, configure co-signers, receive funds, send funds) fully on mobile. Particularly useful for my friends that prefer not to / without access to desktop environments to begin with.
