Update tooltip library (maybe)

This is a maybe to-do in the future.

Tippy.js was archived on Nov 8, 2024. Nothing inherently problematic with leaving things as is (if it ain't broke, don't fix it).

However, Floating UI is the next best thing, but not as turnkey as tippy.js.

Also worth exploring new Popover API — Doesn't include positioning, only a mechanism to display and hide popover consistently across browser.

Whoaaaa. This looks incredibly promising. But definitely not supported enough.

For sure, using both combined can eliminate need for a library.
