Best way for guidance

Hello, I would like to know what's the best way to add rules for guidance for swarms? I don't know how roocode works, but I saw that there are a lot of rules for subagents in there. I'm not sure of the location I should place my rules, I tried in the Claude.md but with no effect, for now I just add files in the prompt manually.
