virtio-queue-ser: Prepare v0.11.0 release

Update virtio-queue-ser from v0.10.0 to v0.11.0:
    - Update vm-memory from 0.15.0 to 0.16.0
    - Update virtio-queue from 0.13.0 to 0.14.0
