Auto subscribe goal owners to the project goal zulip channel #304
Description
When adding goals we should ensure the owners have zulip ids and are subscribed to the https://rust-lang.zulipchat.com/#narrow/channel/435869-project-goals channel or they won't receive the pings for the monthly updates.
