Give write access to the crates-io team #13
Description
Consider giving the crates-io team access to this action.
It's fine if members who have access to the crates-io database have permission to publish this action, because if their account is compromised we have issues anyway, probably.

Before doing this, we need better branch protections for main and v1 branches. Probably we also protections for creating tags?
