ANN: esp-hal-1.0.0-rc.0, our first release candidate for esp-hal 1.0.

A bunch of Rust Embedded targets are doing to get demoted to Tier 3 unless they receive additional maintainers, and a page in the platform docs.

wg-embedded could become maintainers for:

• aarch64-unknown-none
• aarch64-unknown-none-softfloat
• armv7a-none-eabi
• armv7r-none-eabi
• armv7r-none-eabihf

However due to lack of support in QEMU, perhaps these should be left to drop to Tier 3:

• armebv7r-none-eabi
• armebv7r-none-eabihf

There's also this Tier 3 target that should probably be Tier 2

There's a big PR out to add new content and organization to the MB2 Discovery book: rust-embedded/discovery-mb2#56.
Would love to have it reviewed by somebody before pushing the merge button. I don't think it needs a microscope at this point, just a check for paper-bag things. Any help appreciated!

There's a cortex-m PR that drops the unreleasable 0.8x code on main (that claims to be 0.7.4) and replaces it with the code from the 0.7.x branch. Non breaking updates can then be cherry picked to make a 0.7.8.

This PR rust-embedded/embedonomicon#99 adds "Supporting a new SoC" to the Embedonomicon. Thanks to Mathias Brossard @mbrossard for contributing to this, and to those who have reviewed it already. It would be great to get a quick final approval from the group before merging this.
