Describe the solution you'd like

• Create an EMR infra type. This would allow users to run their Python code on an EMR cluster, which in turn would allow them to run large Spark/Hadoop jobs.
• EMR clusters take a while to create (~10mins) so give users the option to either have Nomad create the cluster or pass in a pre-made cluster ID.
