The second paragraph says the CLI doesn't run on Windows except via Docker, but then the instructions include set up on Windows without docker. Not sure which is correct, but I haven't been able to get the CLI working on Windows.

The sentence about docker is very old. From the time when we had no Windows support. I will ask for it to be removed. Thanks.
We have a Windows binary, which admittedly we have not been very attentive to. If you have an issue, please open a support ticket with the problem.
