This PR introduces a GitHub Actions workflow that runs Danger with the
ruby-grape-dangerruleset on every pull request. It automates checks for CHANGELOG entries, up-to-date README ToC, and other style/doc hygiene, replacing manual reviewer effort.Closes #955
