New quickfix needed for "procedure '{x}' not used"

Since RD doesn't yet understand the event handlers for forms, it would be very handy to have a Fix all occurrences in module quick fix option for the Procedure '{x}' is not used. inspection.

All of my *_Click and *_Change and ... event handlers get flagged.

While in there, it wouldn't hurt to change the text of the Fix all detected occurrences link to more explicitly state Fix all occurrences in all open projects since that's what it does. #NamingIsHard™.
