We'd want to make it easy to click click download a customized yaml for your project! There are two approaches we can take (and things to try):

1. The GitHub official way (which I haven't tried yet but will soon) https://docs.github.com/en/actions/learn-github-actions/sharing-workflows-with-your-organization
2. A web UI that is at rse-radiuss.github.io that takes very specific variables (container bases and versions) for a custom cmake (or other) build.
