Failed to run ros2 demos on Windows platform

Description

Setup ROS2 env on Windows

Expected Behavior

Runing successfully with command below:

ros2 run demo_nodes_cpp talker

Actual Behavior

failed to create process.

Unfortunately, we/I don't have enough time to maintain or improve Windows support. PRs are always welcome.

I see, no worries, I notice my Github actions started to fail on Windows recently, just want to understand what goes wrong.

Yeah, that error is pretty unhelpful.

Have you tried using a different shell, e.g., bash instead of cmd? https://docs.github.com/en/actions/reference/workflow-syntax-for-github-actions#jobsjob_idstepsshell.
