Check for ORCiDs and RORs

Possible checks:

1. Authors have ORCiDs.
2. Institutions have RORs. Heuristic for institution - an author is of type "cph" or "fnd", and only has one name, rather than "first", and "last".

Not sure what level to elevate this to, probably not a strict requirement yet (which we would propose in the dev guide), probably just a section under "other checks." ("2 of 4 authors have ORCiDs", "Detected organization 'posit' does not have an ROR.")

A @maelle pointed out, I once submitted a package to CRAN with the wrong ORCiD. An even better version of the check would be to validate the ORCiDs and RORs by looking them up to check they match the authors.
