Feature: make the scanner usable for non-system headers

The toolset is now primarily targeted at maintaining the PyObjC framework wrappers, but could be used to do the same for arbitrary ObjC libraries.

FYI: I'm suppressing the warning on this API because I couldn't find another way to ship this wrapper using a supported API:
