Make form validation account for length limits of things properly

• dont allow unlimited text in everything. user will get a 400 once its too big to fit in mongo

Applies to the name, description of pretty much everything (Agent, task, tool, datasource, apikey, variable, etc)

just replace validationChain completely, ref #595
