Remove Smaiae extension #622
Description
A careful reading of the AIA specification shows that mvip and mvien must not be implemented when the hart only supports M-mode.
If the hart supports S-mode, the minimum required implementation of mvip and mvien is not area intensive so there is no need for a dedicated extension to de-feature Smaia.
