Antora Build Headers Broken

Problem

When building the /antora directory only the output files have a very broken header that prevents usage of the left hand nav bar. This prevents the docs team from debugging / building the Antora subsystem.

Temporary Solution

Delete the contents of the /antora/supplimental-ui/partials/header-content.hbs. This will remove the header.

Note: make sure to not commit the deletion of the file.
Note: this does not apply to when building from docusaurus, only to when building from antora only.

Long term solution

Add css to restrict overflows out of the header.
