AcceptingCommits without DCO Signoff

We are accepting commits without the DCO option as described in our CONTRIBUTING file.

When commits are made from the web, this is enforced. However, we we accept PRs we need to make sure we review our commits for the signoff.

Can we please remember to do a --signoff on our commits?

The DCO App for GH (link) has been added to the riscv organization and enabled for this repo, docs-resources, and docs-dev-guide. This will be our trial.
