Review Decoders that need Updating

It's possible manufacturers have provided official decoders for their devices - in this case we can remove the decoder JS from this repository.

Where we currently have decoders that were based on a manufacturers device provided by the manufacturer or a community, it's worth reviewing how out-of-date our decoders are and updating them.
