Minor issue - update to 20250420

I have updated 3 RPi to 20250422 this morning, all seems OK however 2 of the RPi (3B+ Rev 1.3 and 3A+ Rev 1.0) report the following problem at the end of the update process:

Failed to issue method call: Specified locale is not installed and non-UTF-8 locale will not be auto-generated: C.utf8

The 3rd RP1 (3B Rev 1.2) did not report this issue.

Probably only something minor but I thought it was worth mentioning.

This is still an issue with 20250421. #1930 may also be related to this issue.

I have enabled en_GB.UTF-8 UTF-8 and en_US.UTF-8 UTF-8 in /etc/locale.gen and see these being generated at the start of the Update process but the original issue still appears at the end of the update process.
