System should able to handle multiple disaster situations.

• Description of the disaster and summery.
• Ability to find specific requests, donations and everything
• Volunteers, organizations should not hardly couple in to disaster.

disaster_code is consist of disaster_id/type, year, month
disaster_table (disaster_id, disaster_types, description, status)
