Make validated_file_db.json content consistent with Zoltar after failing upload

In failed workflows, forecasts are still successfully uploaded to Zoltar but the validated_file_db.json did not get push, thus creating scenario that subsequent workflow has to upload these forecast again. This create multiple duplicate forecasts on Zoltar
