Link to the "Procedure Module Guidelines" is broken

The link to the [Procedure Module Guidelines](https://redhat-documentation.github.io/modular-docs/#procedure-module-guidelines) under [Creating modules](https://redhat-documentation.github.io/modular-docs/#creating-modules) is not working. 
When https://github.com/redhat-documentation/modular-docs/issues/196 is addressed, the broken link can be fixed
