Structure the "Procedure modules" section to align with its counterparts

Structure and re-write the Procedure modules such that it aligns with the structure of its counterparts, namely the Creating concept modules and the Creating reference modules

To align the procedure module, it must contain following sub-headings:

• Procedure module definition
• Procedure module guidelines
• Procedure introduction
• Procedure body (prerequisites, steps, verification)
• Procedure additional resources
