update versions of bs-platform / reason-react

Hey, reason-react specifically made some significant changes from 0.7 to 0.9.1, what's the update policy for this lib?

I think we're open to moving to newest versions of things, but I'm not sure about the new BuckleScript syntax.

I haven't had much time to work on relude-related stuff, but we're open to PRs to update things.
