Add src/MasterURI.localhost.json to snapshot

Title is pretty much self-explanatory. This file keeps the master contract URI for the rgov framework. For some reason, that file lost its contents during a dev session and we had to look at the deploy logs to find it. For that reason, it will be a good idea to add it to the $HOME/.rnode snapshot routine somehow.
