Raises Not Implemented Error: Set continous camera mjpeg quality

Function set_continuous_camera_mjpeg_high_quality_ir() to be found in camera.pyx.
Last time I tested it showed a linking error. Might be resolved in the new motive version.
Needs testing and docstring.
