`ScrollPageUp` & `ScrollPageDown` actions don't seem to work properly on Windows

I'm on 126cd31, on Windows 10. Scrolling with my mouse wheel works as expected, using ScrollPageUp seems to work a bit the first time, and not at all subsequently, ScrollPageDown seems to go to the absolute end of my terminal, instead of just going down a page.

rio/frontends/rioterm/src/bindings/mod.rs
