Add CPU/RAM utilization warning

## Description
Currently the monitor only fails when the server is down. It should also be able to fail when the RAM/CPU is > than a specified value. ENV variables should be added to be able to control if and after what threshold it should fail.

Proposal (check other env variables):
- CPU_THRESHOLD
- RAM_THRESHOLD
