Update upgrade tests to update from Rancher <2.13 to >=2.13

The upgrade tests currently test 2.11 > 2.12 upgrade, this can be changed to 2.12 > 2.13.

Changes to be made includes:
- Ensuring providers chart is created in the GH workflow.
- `capi-controller` is not present.
- turtles is present in `cattle-turtles-system`
- All providers must be installed via chart after the upgrade.
