Make provider versions check optional for dev=false

• Make provider versions check optional or deprecate for dev=false, since it caters 0.24, 0.25 releases.
  For eg. it can fail if run from main and Rancher v2.12, Turtles 0.24.2
• Add providers version check after provider-charts implementation

I think this is no longer an issue, we use main only for Rancher 2.13 turtles 0.25. For everything else we set it to release-0.24.

This has now been implemented and the versions are now checked for both prod and dev if Rancher version >=2.13.
