We should separate Upgrade and Edit actions on Chart detail page and Cluster tools page:

• If an installed chart has an available version to upgrade the button should have "Upgrade" label and 'icon-alt-upgrade'
• If an installed chart is on the latest version the button should have "Edit" label and 'icon-edit'
