The release job fails due to expecting a draft release #375

Current Behavior
The release job currently requires a draft release to run successfully. At the moment, there is no Release Drafter configuration in place, so the job fails. As a temporary workaround, a draft release can be created manually. We could either explore an alternative solution or keep this approach until we move this repository.
Expected Behavior
The release job should not fail.
Steps To Reproduce
- tag a new release
- wait for the action to fail
