Investigate why CodeCov results are not shown on PRs

It has been a while since we saw CodeCov comment on our PRs. We have to investigate what is going on with that

After some careful discussion with @fabriziosestito , we suspect this is a bug from codecov.
Create an issue in codecov to track, move this to block.
