Get a full subtree of shared dependencies

The idea is to get the full tree of shared dependencies under a chart. This should be exposed in two forms.

1. A Go SDK API that can be called to get the tree
2. A CLI command that can be called to get a display of the tree in tree, YAML, and JSON formats
