structure and template for projects

Currently, I see two options:

1. define certain files under the repo root (e.g. /ABOUT.md, /logo, etc.), OR
2. define a specific folder with the files (e.g. /.railtoolkit/ABOUT.md, /.railtoolkit/logo, etc.)

I would prefer the root option.

1. all meta information is in document root
2. these are not exclusively used by railtoolkit website. For example the logo could also be used in the readme.
