[Bug] Empty overflow button visible with vertical tabs enabled

Describe the bug

This button is supposed to be hidden if there aren't any items inside the menu. Above is a comparison of a fresh profile with vertical tabs turned on, and the same profile after installation.

Hmm, weird, can't reproduce so far. Do you have any optional pref enabled?
