[✨] Headless Tooltip: implement Tooltip.Arrow #1092

Is your feature request related to a problem?
It is currently not implemented. The arrow is a nice component to connect the tooltip with the component it is coming from.
Make sure to re-add the documentation and add relevant code snippets for it!

We can take inspiration from Radix probably.
