Outside temperature slider does not affect outside temperature profile

Background
The input flexibility_outdoor_temperature allows users to change the average outside temperature in degrees Celcius. This updates the heating and cooling demand of various sectors with a heat and cool factor respectively (see the docs).

There also is a outside temperature profile, which mainly affects the behaviour of heat pumps.

Issue
Uploading an outside temperature profile does seem to update the heat and cool factors, through this input. However, changing the outside temperature slider does not seem to affect the default outside temperature profile.

This means that changing the average outside temperature through the slider has no impact on heat pump behaviour.

Solution
First, verify that we're not missing anything and the issue actual arises. Then, add a functionality that allows the outside temperature slider to affect the outside temperature profile.
