Landing page for Dev UI

Hey,

At a conference someone was asking how to access the dev-ui from a remote host. @cescoffier discussed that there was a property to set optionally.
So I wanted to find the info and realized that we have a dev ui page for extension developers but not a dev ui page for users.
I think we should. Because basically we have a discoverability issue.
