Quinoa spam multiple port when run in custom configuration

i have project integrate with Quinoa to create SPA using React.js
But when developing i got problem, whenever 'auto-reload' is works it can cause SPA to run multiple 'npm run dev' with different port
As for fow my configuration properties file is based on env like application-dev.properties
Do i miss the other configuration since i have custom config?

I would suspect the dev mode of the frontend already started, try restarting your machine or killing the process using the port.

I've done that, but when I try it in CLI it runs normally.
But when I run it directly with Intellij IDEA it's different
