Quarkus With Custom Build Tool

I know this might Sound Crazy But Can We Create a Quarkus App Run and Function Fully Without using Quarkus CLI, Gradle and Maven or any other pre-defined build Tool

I mean, what is the real internal building going on in a plugin like Quarkus Maven Plugin

If we know that with some Docs or guiding sheet we can expand the Quarkus Plugins for different build Tools that Don't Support it for now
for instance, let's take example of Mill Build Tool We need to make a Quarkus Plugin For Mill But there is no as such Guide for this which provides a proper path to achieve this Goal

So Can We have Some understandable docs or some Guides for expanding the Quarkus Plugins for Different Build Tools ?
