Create a config file #26

PatchWise doesn't have a convenient way of allowing the user to configure PatchWise in a persistent manner.
Describe the solution you'd like
Create a .yaml config file that's stored in the PACKAGE_PATH that contains various configuration options. For example a disclaimer about sending the user's patch to a model provider with the user's key (default: OPENAI_API_KEY). Once they have acknowledged with "Understood, Don't show again" don't present the disclaimer anymore, otherwise continue to present the disclaimer. If the user does not press enter or y or the conventional method that applications get acknowledgement from users, then terminate.
