Create new piezo actuator controller class #114
Description
It's probably better for qt3-utils to have its own piezo actuator controller class instead of using the external 'nipiezojenapy'.
This issue should cover building an NIDAQ-based piezo controller class and application directly in qt3-utils. This will be a port of nipiezojenapy and a renaming of modules and classes.
A separate issue will be created to implement usage of the new qt3-utils piezo controller class inside of qt3scan and elsewhere.
