Add the ability to 'lock' a startup or a noun

Add a padlock icon near (to the right of, or underneath) the startup and the noun. When clicked, change the icon from an open padlock to one that is closed, and prevent the value from being updated on subsequent clicks of the 'New Idea' button.

Disable the 'New Idea' button if both are locked. Move the information icon next to the startup name if necessary.
